1. You wont be able to write CPLCG and hence would need to write CPLG
for nav + met + regs separately
2. Well it dosent hurt to send an application other than it will cost you Rs 1500 to try ( 500 each subject ) . Although remember that the last date is already up.
3. Its a good idea to send a copy of your license . The more paperwork the better
Although you wont be needing it
I cannot guaruntee that the DGCA will accept CPLG for someone who is converting their license
