This is the case (no pun intended) today with Squeezy, but don't be surprised if they change in the future. Others, for example Cryanair, will not 'pool' the baggage allowance. For them each bag has to be within the allowance and the average weight per bag, or per passenger is irrelevant.
Both Squeezy and Cryanair set out their policies fairly clearly (FR has some gibberish in theirs, but still understandable) in their T&Cs.
