INAER do not have an FTO, only TRTO so unable to do an IR.
FAASA has an FTO but as far as I know do there IR courses on A109's. I would suggest getting in touch with them to see if they could do it in a 212/412 although I think it unlikely. Also might be an issue getting hold of an English speaker to give you the information, although I'm sure the IR instructors are fluent in English
