PIC in USA the same in UK???

Hello,

I have got my PPL in United Kingdom, but right now I am in USA getting my IR and CPL. (I come from Europe). In USA they put all hours spend on IR training with instructor on board as a PIC (Pilot In Command) so according to US rules I should put this hours as my PIC so I am a capitan. But I am not sure how do they recognize this hours in United Kingdom? Is it ok, if I put hours spent with instructor on board as my PIC, so I am a capitan? As they (in USA) tell me.
What European Aviation Law (JAR) says about that? Where should I put this time? As a dual only or also as my Pilot In Command time?
