As others have noted, keeping the ability to skills to run fixed wing flying at sea prior to CVF is going to be a huge challenge. Hence ideas such as a small number of Harriers being retained and operated mostly by Reservists, and being interested in being able to embark US, Italian or Spanish Harriers. This is why possible modifications to
Ocean are of interest.
There is also the issue of not being defeated by a third world air force.
