Donkeys ago, [well before R2] ATC Ops had several maps showing the SIDs...and ALL digressions thereon
This was wit eighties tecnology.I was told that a combination of the ATM [DFTI, as was] and the noise monitor points helped to catch the transgressors, and if they didn't have NSD [none standard dep] on the strip, then they were fined!
I don't know how much has changed.
p.s. A lady moved into a house with an approach light in the garden because she LIKES aeroplanes
