"head of". Oh dear. That, sadly, doesn't mean they
know anything relevant. At the top level, the CAA, like other quangos, is a political organisation with political appointees (in highly paid jobs as a favour from their mates in power), some of whom I recall are on record as saying they know nothing about aviation. Is the head of the CAA still the guy who used to run a railway (badly) ?
With a name and a CV we might have more of an idea, but without that I would give much more weight to opinions of those like PBL who clearly and provably do know what they are talking about.
