Remember also that the current PSOs finish somewhere around July 20, 2011 if I recall correctly (plus/minus a couple of days). So *if* as seems plausible they are not renewed (or if only Donegal is renewed, another possible scenario), that frees up a couple of aircraft (currently operating GWY-DUB, NOC-DUB, SXL-DUB) which could start flying from Southend. Therefore deferring a major SEN base startup until after the end of the PSOs could make sense just from an aircraft-availability point of view.
