No way PB and VA will become one. Different EBA, AOC and more importantly different strategic plans.

Well given neither PB or VA have an EBA yet the decision on that front is wide open as for now. The AOC could quite easily be merged in time given VA's approval for Intl ops (outside of
VB that is).
