Easy: statistics show that the frequency of pilot error is significantly higher when a pilot has less than 500 hours in a type of aircraft; and the correlation is a lot greater that to total time. Insurance companies know this, and if you can get (statistically) safer pilots, and save money at the same time... that's a no-brainer.
