what do you mean by fail test? there are 6 levels and level 4 is needed to get a HK licence, need to renew test every 3 years with level 4.
i just did the test, im a non native english speaking with 10 years flying jets and a foreign accent, i thought the test was not easy, many radios calls to answer, chats to jump in, emergency situations to explain, airport diagram and photos to explain etc...not sure how a new pilot or soso experienced pilot can pass...i hope to get level 5, level 4 would look bad...will know next week...what are your experiences with that english test?
