Not sure where yopu got your numbers.
To start a multi engine course you need 70 hours P1.
To start a CPL course you must have 150 hours.
There fore to start a multi engine CPL course you must have both of the above hours requirements.
To actually apply for a CPL, you must have 200 hours total with a minimum 100 hours P1.
In theory it would be possible to get all of the qualifications with less than 200 hours (I had completed CPL with multi and was 28 hours short of the 200 for licence issue), but you can't apply for the licence so put you have to put your hand in your pocket and buy more aircaft time.
