The HKAC is only authorised by the CAD to do English ICAO tests for PPLs. It is not authorised to conduct tests for airline entry.
For CPLs and ATPLs, your recruiting airline will arrange this for you and this is acceptable to the CAD.
Note that a leading test officer will "arrange" outside private tuition if he "fails" your test but you have unlimited re-tests to pass (provided of course you "accept" the private tuition arrangement which is funded out of your pocket $$$).
