1. From what I know, you will have to go to DGCA RK Puram or give them a call to ask about the last date of application for the exams session, as the dates are not published on the website.
If you are applying for the Jan session you should apply for the computer no. now, if applying for the April session you can apply in Jan.
The last date for submission of application for the exams and the exams dates are normally published along with the exams results. The DGCA are strict about last date for exams application as many applicants have been rejected due to late submission.
2. You can easily get the computer no. with just an Indian spl., but you will need to submit proof of ground schooling in the annexure when applying for the exams
