I am not implying AT engage in this practice, but there is a history of low pay with companies on these type of MOD contracts. There is a feeling that ex-service people will accept the jobs on lower salaries as they have a forces pension that would compensate for the short fall. An awful way to do business IMHO, but that's economics for you!
