Proper definition for V3?

I've found 3 names for V3: Europeans refer to it as 'the all engines screen speed' or 'the steady initial climb speed' while the North Americans refer to it as 'the flap retraction speed'. Just judging by the names, I don't think the Europeans and North Americans are talking about the same thing. I'm only concerned about the JAR/EASA way of doing things and just want to make sure I have this right...from what I understand, if all your engines are operating, you have to achieve V3 by the screen and then get to V4 (steady take-off climb speed) by the min flap retraction height of 400'. Am I close to getting that right?
