Their requirement is understandable but more of a convenience for them as they won't have to pay the fee to convert for someone holding a different licence.

That shouldn't stop you from applying. You can do yourself a favour by calling the licencing dept at GACA and asking this question directly. Then, when you have confirmation you can quote this on your CV.

There are companies in the UAE that have been hiring recently, not sure if they still are right now however. Maximus and FlyDubai but experience required. Air Arabia hire from time to time and they have a base in Egypt which might suit you. There are a lot of crappy operators in the UAE too, those cargo and charter outfits mostly in DXB/SHJ where the pay is bad, the conditions are worse (working 6-7days/week, no annual leave, take alot of abuse) and to top that off you can go for months without your salary. Am not going to name them here but it doesn't much to find out who they are.

UAS are hiring flight planners in DXB, maybe consider them too.
