I would say that the only reason the two CV's are still going ahead is due to political considerations
It allows them to close LM and KS by reasoning that the Scottish shipyards got to keep the carrier contracts, and the pain has to be shared; and the army will move in as they move back from Germany - which will mean more bodies = more money in the local community than from the RAF - and none of those noisy jets....
