Yes, required under CAD54 Part 3 Chapter 3 section 3.2.5.

Yes, US is ICAO member. However, you must in addition fulfil all flight requirements of CAD54.
they only accept conversion base on ur first license
I understand that CAD conversion is based on CPL which itself must not be a conversion. So if Checkerboardhk moved to US to obtain FAA PPL by conversion and then FAA CPL by examination* (not by conversion), that CPL is recognised by CAD.
