The Harrier is a simpler aircraft than Tornado, so I don't doubt that the serviceability rate is different. However, this also factored into the DASA "full cost" as it looks at fleet sizes and cost of operation.
Anyway, save for VSTOL, the Tornado offers more capability and with 2 engines probably more survivability.
