I would have thought it would be hard for them to enforce a ruling from a document they are about to abolish. Anyway, you may have posted your bid form, but what happens if they lose it? Might delay things a bit..............
I still fail to see how they can expect a bid to be made based on the fact that the whole systems about to be turned upside down.
How long will a bid be valid? What are the company's obligations regarding your bid? With no AFS, there are no answers to these questions. Seems to me the best course of action is for nobody to bid until the terms of the bid are laid out in black and white.
Otherwise it's like being asked to sign a contract with the small print to be added at a later date.............
