It's called 'normalised deviance'.
It goes along the lines of -
Everyone is doing it
Everyone knows everyone is doing it
No one has got in trouble for doing it
No one in authority has said to stop doing it
So it becomes 'the way we do things around here'
Often it ends in embarrassment, occasionally, in tears
