There is no ILS. Runway 23 at Madeira (LPMA) is a circling VOR DME approach.
Pilots must ensure the aircraft is fully configured with landing flaps before reaching the FUN VOR. And musn't descend below MDA(H) before the 3.0° PAPI glideslope is intercepted.
Straight in approaches are not authorised from Funchal VOR to RWY 23.
All landings at LPMA are to be made in visual conditions.
