There's a bit of software called "Mobi Reader" which you can download for most PDAs. This will read and search .txt documents.
All the FARs can be downloaded from various bits of the FAA's website(s).
Works for me anyway, I use a Franklin eBookMan, but no reason to believe that the same won't apply for other PDAs.
