EK - ICAO ATPL requirement Question!?

Your ICAO ATPL and Class 1 Medical must both be issued by the same country, and the medical must be valid for at least 3 months from date of joining. Both must be issued by the same State authority where you have flown with the carrier last shown in your logbook. "
I fly "N" tail number A320 on a country other than the USA, so all my hours jet hours were flown outside the "State authority" were the license and medical were issue...but we fly this airplanes with a Special Purpose permit from the FAA .... is my FAA ATPL good even if all the hours were not flown on a USA base airline???
