For what it's worth...

JAA Learning Objectives states, for dynamic aquaplaning:

Non-rotating tyre: 7,7 * sqrt PSI
Rotating tyre: 9 * sqrt PSI

... the reference, if I recall correctly, is the NASA document linked to above.
