As Tankengine has stated, the award is the legal minimum that can be paid (the only thing to note here is that the Pilots Award 2010 is a federal award, and some states such as WA only comply with state awards, as there is no state award for pilot's in WA they only have to pay the minimum wage... but why would you work for that when everyone else in the country uses the federal award as a starting point).

In most industries, including Aviation, employees negotiate with their employers (for large companies it's in the form of an EBA) for a better deal than the award.

General Aviation seems to be the only place where people accept the award as gospel and live with that Then of course there are those numbnuts who walk in with a resume and offer to work for free and/or undercut the award
