Hi, it could be for one of the government agencies or their contracted partners such as KBR or Supreme group.
You see this kind of work in the M.East is generally only a step or 2 above a common labourer with poor salaries (several hunderd pounds/month) and is mostly done by folks from Indian sub-con and S.Asia. At least that is how it is in the airlines.
The fact that they are looking westwards would suggest that the employer is not an airline and could perhaps require you to undergo some sort of security clearance.
There are jobs in middle east for ground ops/ramp types that require good knowledge/experience and fluent English and the above mentioned companies are just 2 examples of such.
