Its easy to find the train station at the airport, there's plenty of signs.
Just buy your ticket at the ticket desks on your way down to the platforms. If you ask the person at the ticket desk, they will print out a sheet for you telling you where you need to change (if you do) and at which platforms ("spoor" in Dutch).

Unfortunately you can't get the train to Eurocontrol, but the bus station and taxi ranks are right outside Maastricht train station.
