If somebody wants to obtain a CPL, why should anyone stop them?
You may as well limit the number of lawyers or photographers - there are plenty of them out of work. Do the research - it's not the school's fault you can't get a job. And yes, some will extend your flying for the money, but by no means all of them are like that. 180 hours' ground school? Are you complaining that that was too much? In Europe it's 405!
I know plenty of 200 hour pilots with good heads on their shoulders and I know plenty of high timers who scare the pants off me. With proper training there is no reason why a 200 hour pilot shouldn't be hired (shoot, I was let loose with missiles on my machine at 200!)
