Really? I think if you turn to page 162/3 of the
FCL NPA it outlines the proposals for the conversion of foreign licences. The table has a specific entry for PPL/IR (A).
The same table then reappears in the relevant
Comment Response Document (thank you to the poster that pointed me to these) largely unchanged.
