The concept is based on US drones from the 1970s. Iran already operated US supplied Beech MQM-107s supplied during the Shah period. They recently produced their own copy and paraded it a few years ago.

These are all based on US designs by Beech. The design has simply been updated to do away with the under fuselage podded engine.

Iran has displayed this new drone variant armed with Kowsar anti-ship missiles. For Iran it makes perfect sense to develop these type of weapons and mass produce them. The aim would be to saturate a naval target via a number of methods. The Iranians have stated that they will mass produce an armed variant of the Bladerunner speedboat.

Iran also obtained a number of AS-15 Kent (Kh-55) cruise-missiles via Ukraine during an illicit arms sale. Technology from the 1980s, but you can expect Iran to exploit it.
