I'll add my vote to Easy CD creator, there have been compatibility problems with XP but there is a patch out for the latest version.
The nice thing about it is you can 'Format' the CD and drag and drop to it like a floppy, erase stuff, or move stuff between folders.
If you have a CD burner though I would be supprised if you don't already have some software that will allow you to burn files to disk.
As for viewing afterwards I can't recommend Irfan View highly enough. You can manipulate images with it, crop, adjust colours etc and you can covert image files from one type to another etc.etc.
It's a small download and completely free.
