It actually varies with pitch, and there is a crossover at +1° BA. Any lower pitch will give Nacelle contact, a higher body attitude will result in flap fairing contact (assuming flaps 40°). That said: (all for 737-800)

Flap Track Fairing makes contact at +12.2° pitch & 9.7° bank, this is also a pitch limit for a tailstrike. The bank limit increases as BA lessens to +1° to 17° bank. At that point there is a simultanious contact of the nacelle as well as the flap track fairing. Then, as pitch decreases further to -4° (bank required to get this low, at 0° bank the nosegear touches at -.8°) the bank limit becomes 11°.

for the -700 the maximum pitch values for tailstrike increase, and the limits for bank at those tailstrike values are slimmer.
