I suspect many pilots suspect they are being treated outside the legal framework, or very close to the edge of it, but if they don't play ball they get no job. Being x'illions in debt they decide it is better to take a chance, and if the bogey man comes they hope the real villians will get the red hot poker where the sun don't shine.
