well its you who applies for the NOC..once you get that from the DGCA,,it lays down the requirement which needs to be fulfilled by you at any TRTO.So first thing first get an NOC,,refer to the requirements and follow it so as to be eligible to apply for an endorsement on the DGCA lic as well.
