The ratings section is irrelevant.
It's a classic lesson in why you should avoid writing the same rule twice in different ways.
A Rating can extend or limit the privileges of a licence. Where else other than in the "privileges" of the rating can the limitations be placed? Why does the UK only limitation apply to para 3(f) and not to 2(c). If as you say the rating section is irrelevant it would not apply to either!
