I did my class 1 renewal at a medical centre near Laverton.. can't remember the name of the place, but they had excellent facilities. It's a large medical centre and they specialise in work related health care for many industries, not just aviation. All testing for a class 1 (initial and renewal) can be done there and they were quick and efficient. From memory, my renewal cost me about $200 which wasn't too bad as I've been charged more elsewhere. This is their number if you'd like to give them a call. (03)93120800

Don't know where you got this info from, but this has been the norm eversince the Wright brothers got their class 1.
It's not so much a downgrade, but you automatically get a class 2 issued with your class 1, but your class 2 lasts longer and therefore is valid when your class 1 expires.
