As TOFFAIR says, many of those on the list are already employed in one form or another, and probably applied some time ago. Many of them will have applied to other airlines, both in Brazil and abroad, so knowing how many are actually available today is not an easy task.
There are also a lot of low time folks on that list, who will be passed over by more suitable applicants, but still have a slim possibility of being called. There might not be a pilot shortage in raw numbers but perhaps there is a shortage of suitably qualified pilots, at least in the view of the airlines?
The "pay for training" scheme benefits who exactly? It's one giant step along the road to "pay to fly" FOs seen in some other parts of the world, which hasn't exactly been a huge success has it?
