If you are using manufacturers cartridges - the expensive ones - or you are certain that the chips have been reset correctly on the third party ones (i.e. you have successfully used these cartridges in the printer before) then the problem is probably a faulty connection between the cartridge chip and the printer itself so it is unable to detect that the cartridge is full. You can try cleaning the contacts, but the cost of getting a repair - from the printer manufacturer's service centre will invariably be more expensive than buying a new printer. I have had to scrap an Epson for this reason.
There really is an anti-Epson sentiment on this forum at the moment. I recommend either Brother (with third party ink cartridges) or Canon (with re-fillable cartridges and bulk ink) printers at the moment as I have had pleasant experiences with both. I am sure that there are people who will, for their own very good reasons, recommend H.P. printers as well!
