As this aircraft seems to be owned by Boeing, after perhaps a trade-in for American Airlines, it would seem to me that the Italian Government have leased it, either wet or dry to transport their troops to military training areas where they can practice without hindrance various war scenarios, something not available in Europe.
As allies to the USA and in a quid pro quo for American military in Italy, it would seem to be wholly normal for such troop movements/deployments. As far as i'm aware the Italian Airforce has only A319s for the VIPs' and shineys' and Transalls for the grunts and groans. In this day and age, i'm sure that plain planes
are a bonus for keeping a low profile. Of course, it could be a top-secret Italian plot to chemtrail the Canadian and Alaskan Moose population into deep cover operatives for future winter warfare purposes.....
