I'd be quite surprised if such a course existed, at least in the civilian world. I've never heard of helicopters needing to be dispatched although with some of the extreme weather that they encounter during offshore operations I suppose it would be a plausible idea.
If a company had their own chopper op they would probably do the training in-house.
As far as I'm aware there are no legal requirements for choppers to be dispatched by a licenced dispatcher and having been at a chopper outfit a good many years ago I can tell you that the pilots there did all their own planning.
If he already has a flight dispatcher licence then he might approach either the chopper manufacturer or a recognised type rating facility and enquire about any ground school courses that might be available.
