2. IFR is either a state of mind and terrain, or a state of weather.
IFR is never a state of weather. IFR are nothing to do with the weather; they are a set of rules that you must fly in accordance with if you are in IMC (a state of weather) or in VMC (a state of weather) if you chose to, and are qualified to (JAA licence holders).
