There is no problem with people advertising to be a passenger as they are not offering any services. The reason that the advertising of shared flights by a pilot is confined to a club, is because within a club it is reasonable to expect any potential passengers to realise that private flying does not offer the same level of safety as public transport flying. Passengers outside a flying club may not be aware that there is any difference or that they cannot pay more than a proportion of the flight costs.
