I would have thought that in the circumstances Ryanair are playing a big game with the Manchester Airport Group with regards to Bournemouth. Don't forget that they recently fell out big time with MAG and pulled most of their Manchester routes. I would therefore guess that they are saying "yes we'll give you more aeroplanes / routes if you give us a big concession"! Doesn't this sound like Michael O'Leary?
My understanding was that the whole 45 million pound investment was instigated by Ryanair offering Bournemouth half a dozen planes and up to three million passengers by 2015!!! Oh and the small matter of upgrading the ILS landing system to Cat 3! Maybe the goal posts have since moved, but as has rightly been stated already, if the routes don't get loaded soon then it'll be too late!
