..because it is not a requirement for an FTO to comply with the standards document. The introduction of the 'Standards Document 38' was an attempt by one individual at the UK CAA to impose the rules that applied to old-style UK licence integrated courses from the 1980s on all UK JAA training. There is no JAA requirement for this, and his attempt failed, but the CAA still publish the standards docs as 'advisory' documents.

Having said that, we issue course completion certificates on request, as do some other specialist groundschools.
