I'm not sure what you are getting at here other than soliciting for VIPA
The fact is that both the AFAP and VIPA represent the VA pilot group. The AFAP is the sole respondent to the current
VB EBA however VIPA is invited to company - union meetings.
VB management/HR have gone out of their way to nurture VIPA to make it relevant, even before it was a registered organisation. A questionable alliance, one would suggest, hatched soley to drive division into the pilot group.
Yes the pilot group needs to be united but VIPA is not the answer.
