Cabotage is transportation of goods or persons
between points in the same country (
sort of ....). So USA - DXB is not cabotage.
Country in this context can include overseas territories and dependencies, for example between the UK and some of the Caribbean Islands, Gibraltar, Falklands. Another example woud be between mainland France and its overseas terrories and departments, known as DOM/TOMs, such as Martinique, New Caledonia, etc.
