Only for specific cases where VMCA is the determining factor for V2min. It can just as easily be based on stall speed ratios, or any of several other factors.
That's why the perf engineers get paid to do what they do, and why they
discuss the niceities of it so often - it's not simply deterministic, and can be quite a convoluted story in reality.
