Certainly if you want an IFR airport you have to pay out for ATC rather than FISOs, and SERCO have a habit of trying to start with too few staff, then asking for more money to employ more. They even 'borrow' their own staff from other contracts (eg Cranfield/Oxford) and expect them to work both contracts!
